In Sekiro Shadows Die Twice you can find 3 Mask Fragments to build the Dancing Dragon Mask. This guide shows all Sekiro Mask Fragment Locations in chronological order. The last one is missable as it’s reliant on what game ending you pick. There are 3 parts to the mask: left, right, dragon. They are all from merchants.

Do not be like me: When I heard that there was a mask that allowed you to spend skill points on AP I kept them and used A LOT on it since my first run.
I'm now NG+3 with 60 AP but since I'm dumb I just understood now that THE BOSSES VITALITY SCALES WITH YOUR CURRENT ATTACK POWER. Meaning that if you cheat to 99 AP on first boss first run, you won't do any more damage than a guy with 1 AP (comfirmed by a friend on pc, I'm on Xbox).
That is only true for the bosses though, the mini-bosses and other enemies, you can probably two hit them.
Now the real problem is that there's a secret achievement to buy every skills of the game and my level goes up reaaally slowly, I have to farm endgame or kill bosses for it to go up so I'm screwed because I don't even have half of the skills.

EDIT: So I've been gathering data to understand better how the game works and I have to apologize because I found a video of someone cheating with 99 attack power and it definitely does more damage to bosses, meaning that bosses hp doesn't scale.
That being said, it means that every ng+ increases their vitality, so unless you cheat on your first run it won't make a lot of difference after the 20 AP or so (according to the wiki).
So basically it means that the game is made so that killing bosses alone is enough to be able to beat them without seeing any difference from the first run and that using skill points to increased attack power will only make an slight difference. But in my experience, it's not worth it.
